Sorry about the misunderstanding, then. But when you say that prisoners are "paid just to hang out for the rest of their lives", surely you can see how that sort of talk can get you misinterpreted. Anyway, I'm not sure your idea is realistic in every case. I think ET is also overestimating the difficulty of making canisters. G4 implies that all that's required is one guy with Shaping talent and the ability to forge puresteel. You have to improve your reputation with the Shapers. Do some more quests for them, and don't do any more quests for the rebels until you've talked Alwan into giving you his quest. The main problem people have, I think, is that it's possible to save in the bandit camp after entering without help, thus putting the scenario in an unwinnable state. Making it possible to put the scenario in an unwinnable state is frowned upon even if it's intentional. I'm not sure what you could do to fix that, though.
