I have given up the safe house but Alwan still will not give me any quests. I want to be able to do quests for both sides. What can I do? The shapers arn't giving me any quests.

You have to improve your reputation with the Shapers. Do some more quests for them, and don't do any more quests for the rebels until you've talked Alwan into giving you his quest. Having high Leadership also helps.
