Actually, Garzahd did. Most citizens of the Empire probably disagreed with him.

If the sale of guns would be forbidden, guns would obviously be unnecessary to defend yourself against guns.

Besides, few people, if any at all, will constantly hold a gun in their hands and have the reflexes to successfully defend anyone from attackers.
