A. They have. It's just been a very slow progression, otherwise magicians would end up being walking WMDs. For instance, Ephesos learned Return Life in Episode 3. B. I don't understand what you mean. What exactly are you expecting? Some history? Character development? More description? A different tone? Something else? C. There are defenses. We haven't seen them yet, but they're there.
