The absolute first thing you have to do is move away from the mentality that NPCs exist just to give out quests and sell stuff to the party. Put in a few NPCs that do absolutely nothing useful for the PCs -- that way, you're forced to give them individual personalities because you can't define them by what they sell. And once you've perfected the art of making interesting characters, you can carry that skill over to the NPCs that are actually useful.

Do you have BoE? Play Roots. No, really. Play Roots and talk to the townspeople of Lakeside. Of the dozen or so people you can talk to, only three or four of them do anything useful for you. The rest exist purely for their dialogue.

1) As Salmon says, is a constitutional amendment really necessary for this? But hell, if it's genuinely the case that nothing short of amending the constitution will guarantee that the proposal is enforceable, so be it.

2) The definition of "human cloning" in the proposal is a bit weird. It bans some things that technically aren't human cloning, and doesn't ban some things that technically are. There are good reasons for why the definition is the way it is (and why it covers the things it covers and not the ones that it doesn't), but there are better ways to phrase it that don't require using misleading terminology. Likewise, the definition of "blastocyst" is broader than the definition biologists use.

3) The proposal is generally a step in the right direction, but I'd rather the restrictions weren't so, well, restrictive. Basically, all it allows for is the use of excess IVF embryos for stem cell research.

I have some more issues with the technical side of the legislation, but those are my main points.

I also like how the proposition, as with so many others like it, completely fails to differentiate between different kinds of sex offender. An exhibitionist may be a nuisance, but he's unlikely to be an actual danger to others -- and we don't ban people from living near parks just because we think they're creepy.

This would be much more fun in Exile, where high luck can make you practically invincible. It'd be fairly easy to start a PC out with 5 luck (giving him a better than even chance of escaping death) and still have him be reasonably effective in combat.
