The Orb of Thralni allows you to fly. It's in the Waterfall Warrens, northwest of Sss-Thsss's castle or due west of Fort Dranlon, I think. My answer comes from Avernum, but I'm assuming it's the same: once you head north from Pyrog's Lair, you find the northern sea, right? In the western part of the sea, there's an island that you can't enter because it has a force field that kills you. There's another island nearby that will help you with this. If you want more specifics, ask, but I'm not sure that the mechanics of this part are exactly the same between Exile and Avernum. The fort with Khoth's scroll is in giant lands just east of Bargha, across the chasm. Do you have the Orb of Thralni yet? If so, fly across the chasm and enter it. Search thoroughly. And as far as I know, there are no other walkthroughs. You can generally use anything written for Avernum, though. Unless you buy spells (or have those skills to start out), you can't cast spells. Most likely you need to go to someone who sells spells and buy a few. You need to set flag (150,8), but oddly enough, that flag isn't referenced anywhere in the scripts. Incidentally, the Bible doesn't say that the streets are paved with gold. It says the whole darn city is made of gold (Rev 21:21), but the gold seems ethereal. Instead of that flag, you could just use: if (get_terrain(13,13) == 3)) or whatever the wall is supposed to be. I must admit, I'm stumped.
