Perhaps you already talked to it? Try going to Formello and showing the crystal to the mayor. Longish hair can get annoying though. Just go farther north, into an abandoned farm (it might not be abandoned I don't quite remember) and explore that tunnel system. There might be some sort gate in there though. I did some experimentation myself, after I posted in one thread and got 8 new ratings, by creating 2(I think, or was it 3) new accounts,(so yeah, I'm a multi-accounter, sue me) and having them rate eachother.
