I think the theoretical maximum level is 60 or so, but you're probably not going to get much higher than 45 in normal gameplay. The cap only applies to each stat individually, not in combination. You won't hit the caps, because raising even one stat to 30 would require about as many skill points as you're likely to earn in a whole game, and you're not going to spend all your skill points on just one stat. A decent text editor can count line numbers for you.
