A new Empire ruler ascends to the throne that develops a distaste toward the Exiles and exile them back to where they were in the first place. But without Erika or the Vahnatai, they cannot successfully revolt again. When finally this emperor dies and another one succeeds him, the Exiles try to talk some sense into him and make him allow them back to the surface once again.
