How do you add a new outdoor? It won't add one when i tell it to. I think I need to resize my dimensions, but I can't figure out how to.

You can't add an outdoor area. You just can't.

I am the way into the doleful city
I am the way into eternal grief,
I am the way to a foresaken race.
Justice it was that moved my great creator;
Divine omnipotence created me,
And highest wisdom joined with primal love.
Before me nothing but eternal things
Were made, and I shall last eternally
Abandon all hope, all you who enter.

What you could do is make a new scenario, with the desired amount of outdoor spaces, and import all of the towns in your previous scenario. This erases all of your previous outdoor work, but it is the best you can do.

That's why you figure out how big your outdoors is going to be before you start your scenario and then give yourself extra outdoor sections in case you need them. But yeah, take WBS's advice.
