I must say that Mary Queen of Scotts must rank highly on the worst man scale. I'm sure she would be a worse man than, for example, Adolf Hitler (even accounting for his apocryphal singular gonad). I'm not sure where Margaret Thatcher would rank - many have questioned her gender.

Unless my eyes decieve me, Hannibal is on there twice. Why he's on there at all I couldn't say, but two times seems a bit excessive. And if one of them feeds upon human flesh while the other rends it, that should probably be indicated.

Cataline failed in his efforts, though, whereas Hannibal was a true badass. He essentially had Rome by the balls until they finally got their act together and got a little sly. That he made so much progress against the greatest nation ever is to be commended. I believe his name was even invoked by mothers to get their children to behave.
