The police in the US will usually give people a 10 mph leeway. That is unless they are feeling really peevish or are especially bored. I've ridden with cops(in the front, not the back) and this is what all of them do. Over that, you are fair game.

In the Peloponnese in Greece, there are two-laned roads up in the mountains. The slower traffic stays to the outside while the faster pass you on the inside. They pass on hairpin turns! It's crazy...

If you ever get the chance, go out on a flat, straight empty road and open your car up(once you get a license). You wouldn't think it possible that a 20-year old Mercedes Diesal stationwagon could hit 110 mph...

The Soviet Union shared a fairly large border with Finland. I imagine that the Finnish are still quite skittish about that.

Scary? Hmmm, I was going for absolutely terrifying, but it's a start.

The cow does send a certain message... Remember, the Apocalypse Cow is not to be trifled with. It has a short fuse and is currently attending group therapy sessions to try and resolve its anger problem.

To have new spells and races, one would have to add code to BoA(unless, of course, the feature would come built in which I highly doubt).

You should be able to create NPC's, as you will be able to create many types of creatures. They will just be a "monster" that you only use once.

What exactly do you mean by "character classes"? Do you mean the predefined set of skill points one can use when creating a character?
