Radiance is bonus damage that applies when you're fighting Undead, such as shades. Vampiric Touch raises your chance of draining some life from your target when you use weapons, even wands. Pretty small and sporadic (but on the plus side, they'll be a message about you draining some life energy whenever it occurs). Not an effect you can rely on unless you really concentrate on using VT-boosting items.
