I'd use 1997/03/28 (or 1997-03-28). This way you crazy Americans get to have the month first, the insanely logical Europeans get them ordered by size (year month day, as good as day month year), and there's no confusion because nobody would ever use year/day/month. :P

I feel I must intervene in this Great Date Debate.

Actually it's not even that simple ( - what Aran said). In the UK you'd probably never see anything other than dd/mm/yy, so even yyyy-mm-dd would confuse people no end. Putting a dash where people expect to find a slash is just asking for trouble. In Sweden people are more flexible and can usually figure it out, though they tend to use yymmdd or yyyymmdd.

I use yyyy-mm-dd when I want to be unambiguous. Either that, or I use a named month.

For computer archival, yyyy/mm/dd or yyyy-mm-dd (or whatever dividing character you want) makes the most sense, as then files would be listed chronologically when arranged by name.

Im used to seeing DD/MM/YY or YYYY. It sometimes confuses me with the month before the day but I always figure it out.
