Public Enemy n°1 was a spammer who got banned for goatse (I think). I think TheFirstPublicEnemy might just have been Terror's Martyr in disguise, though. Public enemys are offensive spammers who post goatse. If he had "Public Enemy" in his moniker, it probably was best to ban him before any incidents.
