Wait, is this a European billion (10^13) or the American version thereof, ie one thousandth? Either way, I'd probably end up donating a big part of it, after subtracting some small expenses such as a moderately nice house, university fees, a very cool computer, and retirement. I would use it to buy out several buisnesses. Then I would use the money I make off of them to fund a campaign for becoming president of the USA, using my strategic brilliance I would trick countries into going to war with each other. After the dominant countries are weak and poor I would sned in my army which had been growing in strength for the times that there have been war. I would take a relatively small amount of the money for myself - about 10 million dollars.
