I think that when you are banned, your account and your IP are banned. That means that you can't log onto that account and you can log onto any account on that computer. If they were other members, that member would of been caught out and dealt with (most likely banned). The last IP ban I even remember was several months ago, at the time of the PPP2, where Djur was IP banned for an hour or so, for making too many requests on the server, too quickly. In that case, site-sucking. He just sucked too well, I guess... ... There are plenty of IP bans issued. Just because we don't come out and say it doesn't mean it doesn't happen - they do happen a lot. About half of all initial bans are IP bans and account bans, and if someone with an account ban creates a new account, then they're IP banned too. Drakel and Eraserhead were two separate people. If i remember right, Eraserhead had 2 posts where he spelled everything correctly, and 1 where he typed his words incorrectly. (WOW, you would think it would take at LEAST 5 posts to get banned...) Drakel's posts never featured correct spelling on any word, and they were filled with grammatical innacuracies.
