No, Kel doesn't have a custom title. He also still has quite a ways to go to become Your Postliness. 7500 is a lot even for we spammy types. —Alorael, who preferred being Postmaster General. No other person ever reached Frolicking in Postland or Postmaster General without getting a custom title, either. 300-400 is a lot compared to most post counts.
