The problem is that FDR made his promise personally to Ho Chi Minh and didn't tell anyone who might have needed to know. Like Truman. If Truman had known about FDR's promise, he would have been bound to keep it. Sadly, FDR rarely took his last vice president into his confidence, and so hundreds of thousands of lives were lost on the lack of that communication.
