The talisman of might is a great item, and does belong up with the "top 9", but it is not an "artifact". If you notice, all 8 artifacts require a "perfected" item. Essentially, it means they all need 2 forgings, instead of just one. (and yes, you could make the argument that using the purifying elixir as part of the formula makes the necklace perfect while you're adding the fang, but you'll have to just accept it.) Perfected things are Shaped items OR Platinum rings OR Silver/gold necklaces combined with a perfection elixir on a forge. Who says you can make them?
