Yup.
I beat every one of the games, but have played none of them.
I hate it when people do that. I know people who, when asked "Did you beat (insert game here)?" respond by saying "Yeah." You ask them, "What do I do at this point in the game? I can't figure it out."
"I don't know. My friend beat it for me."
So, technically, their friend beat the game, not them.

I think it is counting votes, not voters, so that if someone has puts that they have played 6 of the games listed, that counts as 6 votes.
