Am I right to conclude that the left-hand side of the HotL is unavailable to Romans?

Yep. And the right-hand side is unavailable to Celts. The dungeons are separate but equal.

Seemed that way, but my Celts have not yet arrived :) . Thanks.

[Current frustration: the 'walk all the paths' bit in the far SW woods. Walked paths, got 'you have trod' message but no idea how to now 'see beyond'. Argh :) ]

I was confused by this instruction too. The woods is off to the NW of the paths you are asked to trod. The paths are the roads all around Hollow Hills through the woods there. I'm embarrassed how long it took me to figure that out, because walking all around the little woods itself wasn't cutting it.

The woods are more to the SW and you need to go past that spiderweb marker on the west side to find out what is being blocked. You really need it as a singleton Roman.

Well, whatever it is is going to have to stay lost :-( - I've spent way too much time tromping around the woods, even after getting the 'you have trod' confirmation. And I can't seem to get into that single web block... oh well.

It's not the web block but just south of it where the giant stone pillar stands. It doesn't really matter unless you like to make potions.
