Quick action formula?

I was wondering if anyone knows what the formula is for your chance for an extra melee swing from quick action, or how high it needs to be for it to happen all, or almost all the time.

I personally found it confusing that Quick Action affects only melee strikes, and Quick Strike affects your action points.

Thats odd, both my mellee characters now have 5 points and it seems like it is more often than one in 4 times.

I've found between 5 and 6 gives you a good enough chance. When hasted usually one of the two attacks gets an extra hit 2 out of 3 rounds. But this might have just been luck since I haven't been keeping statistics. Even 1 in quick action is worth it for the boost in action order.

There is one major drawback that I really loathe about quick action.

Getting that second strike can on occasion, set off a chain of events that may lead to you getting killed.
