Script only applies to scenarios, so you can't script anything that would happen before starting a scenario. You could create a short scenario that gave items, though.

I imagine this also could be done by forbidden means.

You could modify the tutorial scenario to give your party stuff, assuming you haven't deleted it.

Or you could set your scenario to give the player X items when they start.

why would I want to delete HLPM?

OHHHH, you mean the original thing that was named "Tutorial" on my machine.

Yes, it DOES work to rename "High Level Party Maker" to "Tutorial" and "partymaker(data)?.(bas|txt)" to "tutorial..." and have HLPM be where your characters go immediately after creation. saves a few steps :)

Just a little sidenote: you're not allowed to modify VoDT, ASR, ZKR, or DWD. No remaning, adding extra items, placing extra specials. But I don't think the liscense says anything about renaming the tutorial, so I believe you're in the clear. You should still check, though.

As long as you don't distribute, Spiderweb is unlikely to care.

Even if you do distribute, Spiderweb still is unlikely to do anything.

I didn't rename the tutorial, I got rid of it. I put another scenario in its place on my local machine. it's undistributable in that form for hopefully obvious reasons. I'm well within the EULA.
