VotD: Scrolls of Mining/Woodcarving?

In VotD, for what are the scrolls of Mining and Woodcarving good for? (You can get just one of them not both in the School of Magery in the Libraries.)

Where is this mining scroll located? I can't find it. Is it blocked by a glowing portcullis somewhere in the school?

It's easily accessible if you can get into the Library. It's up in the NW corner.

EDIT: And yes, the Library is blocked by a glowing portuculis.
