Finland supposedly has the most internet access per capita measured by standards I no longer recall. It also considers internet addiction a valid disorder that can be grounds for delay of mandatory military service. —Alorael, who suspects that Finland also has a disproportionate number of tentacles. Its tentacle to people ratio is probably the second highest in the world. The highest should be obvious.
