Problem is that when I deal with them, I don't have the skulls in my special items list. I have searched Galag-Trav thinking that maybe that's where they're supposed to be. The goblins are near Galag-Trav outside the surrounding mountains. One is in a cave to the south near the river and the other is hiding in the garbage dump. When you have gotten them you will know because you get rewarded for it at the spot that you got the quest.
