You can get Wyrmslayer from the Bunker if you report that the dragons are responsible for the plagues. The other three are just high-value treasures which will randomly be dropped by powerful monsters. At least, the Flaming Sword and Boltblade are; I'm not sure if anyone's ever actually reported finding a Mace of Disruption.
