Cotra is open to one of the large seas in Exile. By boat, you can enter from the south. Cotra is located right next to a bridge covered river. When you enter that bridge space from the outdoors and proceed east into Cotra, your boat becomes stuck on land and you can't get it out. Or you can use the editor to "Return all boats to start" or whatever it says. Of course, that lets you go back through all that stuff from Chapter 2 if you missed something.
