-x% to hit chance

Some armour provides a -x% to hit chance. I had always assumed that this meant that it is a penalty that reduces your "to hit" probability, esp since some weapons and armour have a +x% to hit chance.

Is that correct, or is it the other way round (ie it reduces enemies' chance of hitting you?)

I could be wrong, but I think it reduces your hit chance. Logically, if you are wearing heavy armour, it would be harder to hit your enemies.

That's correct - the armor reduces your to-hit %. But really it has such a small effect because you can build up your to-hit% really easily.

There are a few items, mostly swords, that provide to hit bonuses.
