Stanos is gone. I started another game and ran over to Grindstone immediately just check if I'm blind or something and can't find him but no he was sitting in the mine. The main question is there anyway to spawn him or does he move to another town I really don't feel like starting another game to get this quest actually done.

Well, if you get the ring from him (which all it takes is talking to him, FYI) then he goes away.

I think the game assumed that he is gone because you have the ring.

He is hard to see and you have to be at the right spot. He looks like a regular miner. Use tab to identify the people in the center of the mine.
