I have never found the one at Icy End.

I haven't seen a canister of Create Drakon in Icy End either.

Searched Icy End and there wasn't a drakon canister.

You could just use this it makes all the canisters up your stats 5 and you can use it again and again and again ;) which is very fun

To ghaldrings_doom: you could find someone to train you in Create Drakon, and then use the canisters to get an Ur-Drakon.
