It's never too late to complete a major quest, only the peripheral characters disappear over time. This has never actually happened to me, so I'm purely speculating here, but I suspect you'll find the mayor in the inn. I was curious, so I used the character editor to set forward the day. I find A3 fairly easy simply because I've done nearly everything already in E3. (warning: off topic) A3 isn't bad, but if you want a truly easy RPG, play "Adventure" for the Atari 2600 (remember those?). Beaten it in 5-10 minutes.
