I've searched for a week and I can't find the last group, so can someone tell me the "Set Stuff Done Flag" encounter code to get rid of them?

And where is the Mayor of Grimson? He's not in the room, so how do I end the Undead quest?

Assuming you're talking about BWC...
All three groups are permanent and outside. They wander randomly, though, so don't always expect them to stay in one place.

(The fourth and peaceful group doesn't have to be attacked.)
