If he means any kind of program, then it's usually a little X-labelled button in the top right corner of the window.

Perhaps he just means the door though. We all know how tricky those doorknobs can be to handle without a manual, right?

Whenever you visit the mainpage of a forum — whether it be General, Tech Support, or Nethergate — there's a list of names at the top, in the upper lefthand corner, where it says "Moderated by:". Only these users can lock, move, or delete topics or polls or individual posts. The only "fancy" thing you can do is go back and edit one of your own posts. For anything else, you have to ask one of these moderators.

However, some topics are closed because they get out of hand (filled with spammy nonsense or offensive material) or drastically outlive their usefulness (assuming they had any to begin with). In such cases the moderators use their own judgment, and don't require any kind of permission from the person who started the topic.

You can, however, ask them to lock a topic or poll that you started, if you do something like create the poll incorrectly (like what happened with your "Which goblin graphic?" poll).

Because we've done that over and over again and more or less shown by example that a topic can be maintained for a truly excessive length of time? Go take a look at most of RWG and a good half of General.
