Dose anyone know how to report a wesite with illegal content, ie Hacking Software to the prper authorties?

They already know about it. They haven't shut it down because they either aren't doing anything illegal, have bigger fish to fry or can't locate where that website is hosted from. Like, they knew about all those kiddie pr0n sites long before that Candyman bust lasy year (or was it the year ebfore that?) but they couldn't shut them down until they had both located those who ran them and built their case against them.
