Yes, the project is still alive. Very much so. Active and all. I'm the only developer, and I actually have a life. So it's hard enough to find time to work on Pyg, much less update a website, which is why there isn't one.

As to when it's going to be finished:

Welcome to Pygmalion! Or, at least, Pygmalion as it stands today.
Pygmalion is an in-development 2D tiled game engine, written specifically
for turn-based RPGs and adventures. Among its features are:
* Extremely powerful scripting engine with access to the game's internals
* Few hard limits in what you can create -- you're only limited by the hardware
you're working with!
* Open Source, so you can modify it to be able to distribute your scenario as
a custom-made standalone executable.
* Well-supported by a programmer dedicated to keeping it running fast and well
on all supported platforms, with as few bugs as humanly possible.

Isn't a 2D version of BoA just BoE?

Pygmalion is deeply scriptable, based on events. The scripting interface provides nearly full access to the internals of the engine, even to the game's user interface.
It's focused around single, selectable units rather than a fixed-size party. It makes no distinction between players and monsters, allowing creatures to join and leave your party at will. The AI allows monsters or groups of monsters to be allied (i.e., in a party), friendly, neutral, or hostile to the party or other groups of monsters. This can lead to some interesting tactical situations.
The engine is flexible and yet pretty simple, but it tries to avoid what Alec termed the "pencil and pad of paper" syndrome (providing an extremely flexible environment but nothing premade).

IT. IS. NOT. BLADES OF AVERNUM. It is not a clone of such, it's not inspired by such. I started developing Pyg when BoA was just a rumor.
