I think I have spoken to everyone - I am not sure if I am a loyalist or not, but I am working against Litalia...I think I know where the boat is, I just can't get to it because it is locked, and I don't have the key...not sure where to get the key

I am having big trouble trying to get to the isle of spears. I cannot find the key to open where I think the boat is...in the keep on Gull island. Any help?
