1. Create a party. Save it while it's not in any scenarios. Use the Character Editor to edit its stats as you see fit. Include the saved game with your scenario. Note that you can't really force the player to use this party; you can only recommend it. 2. Players can only create new characters in the town they start in within any particular scenario. Unfortunately, you don't get to control what sort of character the player creates.
