well, i found the body mentioned in other posts, bt there is no satchel in my special items list, just a message to vibius. i can't seem to give that to him, and he still waits for the satchel. is there a keyword i'm missing?

There are two bodies in the second level room and you need to stand on the farther one to get the satchel. The other possibility is that you have to enter the room with the Commander to get a special dialog box. Talking to him from outside the room doesn't work.

thanks, i'd already accidentally discovered that your latter suggestion was my problem. i'd just been opening the door and talking from there.
