The Empire still had routes into Exile before the Portal Fortress was built; it's just that they could only send a small number of troops through at a time, not enough to decisively crush the Exiles. And, uh, technically the war had already started before the start of Exile II. Thuryl is correct. Otherwise you would have been able to have ventured into Exile completely, without running into hordes of enemies. For example, the front.
