One thing I like to see is shapers simply doing a recuritment drive since they are low on shapers. Say like you attach an appertince to a shaper going off to war said shaper trains him will both are fighting in war. When shaper thinks the appertince quailfys as a shaper then he sends appertince off to get resigned and apply for a new shaper as soon as he heads to base next.
