So, does strength still govern damage and hit rate of both melee and ranged attacks for creations like in previous games or has that been finally altered?

Strength still controls hit rate and damage for all creation attacks.

By the way, does anyone know where I can get more information about the underlying RPG system? I want to know for example, if I should put points on Dexterity or Missile weapons, etc.

The forum header links to some nice information. I don't know of any specific analysis of those two, but I'm sure someone (Slarty? Synergy?) has done it.

Most people hold off on training in combat skills until reaching the Rebel Camp in the Fens of Aziraph where the only combat trainer is available. You can get by with increasing strength and/or dexterity if you are using weapons.
