Where is Rivergate?

Sorry for a fairly trivial post, but it's driving me crazy. I'm pretty much in the endgame, and have heard a couple times about visiting Rivergate. I can't find it! I *thought* I'd found all the surface areas, at least, but apparently not. OWuld someone mind giving me a clue?

It is the only true shaper city in the game. You talk to General Alwan in it's keep.

Rivergate is accessed through Dillame in the Illya Provience. The northern part of time has a door that leads into it.
