where is the control rod?

Can't find the conrol rod needed for the onyx scepter. Tried the first fortress of ihrno-- no luck. Any help would be appreciated.

Look in the room that had the dialogue box about the shades. There was a drake defending it.

It's in a box in the southwest corner of that room, if I recall correctly.
