The charm is at the Tower gates, right before Khyryk's tower. Follow the south path and search thoroughly. You will find a body with the charm.

If you mean the ring, then you have to make it yourself.

There is no infiltrator's bauble in the game.
If you only concern about the mechanic skill bonus, there is a tinker's bauble which +1 mec skill.
