I've played through a couple of times and cannot find anyone that will give me the two servile quests listed in the hintbook in Fort Wilton?

Does anyone have any idea who I should contact? The guy in charge of the serviles on the dock is standoffish when I have played both sides. He seems like the logical person, but no go there.

The guard who meets you when you first arrive asks you to check out for some rogue serviles in the woods, when yu talk to him just outside the inn. The servile keeper gives you another quest if you answer his questions in the right manner.
