I got paulo's package from delis and they got mad at me. Are they ever suppose to get friendly again? The inhabitants of Delis will not forgive you. You have also lost 1 Reputation. That is why I never complete this quest (or for that matter the quest for Ivanova in Golddale, although I do steal the book from Ernest because that is the only way of learning Dispel Barrier L3). Appart from annoying the town and loosing reputation, stealing the package has no side effects. Delis is not important for the rest of he game.
