According to one of these walkthroughs, you need to go talk to Winterhouse in Lorelei (he owns an inn there). Ask him about rumors he's heard. It appears you had things out of order, as Foxfire doesn't come into the picture until after you've spoken with Winterhouse. Have fun with the Mad Monks (you'll see what I mean later)...
