In avernum 1: The sage in fort duvno, Aife in fort draco, and if you complete the quest of the priest of mertis you´ll receive a potion recipe(if I remember it´s healing elixir or balm of life...)there is a few other people that teaches recipes but I dont remember now)

there are some who can teach you recipes in the demo, dont ask me where, though.
the only place you can get elixirs however is - i believe - in shayder from a yellow cloaked guy hiding in some bushes in the middle of town. or maybe it was sharimik.
whatever.

There is an apprentice mage who teaches at the east side of the isle of bigail. The tower of the magi teaches alchemy, and so do the vahnatai in upper avernum. Oh, so does the guy that you can sell research tomes to in the portal fortress.

the portal fortress is in SW upper avernum.
the guy should be in the NE building.
